Chronicles the rise and fall of Shakes, an alcoholic clown wandering through the all-clown town of Palukaville. Framed for the murder of his boss by his archrival, Binky, Shakes takes it on the lam in order to prove his innocence, aided by his waitress girlfriend Judy, who dreams of becoming a professional bowler. Meant as a satire of substance-abuse recovery programs and the supposed tragedies of a performer's life, the film is sometimes zany, but more often merely unpleasant and unamusing. Williams has an uncredited role as a mime.
