Banks is back to take on more evildoers who want to RULE THE WORLD!!! AGAIN!!! Now it's British industrialist Lord Kenworth (Faulkner) and Diaz (Allen), Banks's CIA camp commander turned traitor, who have a device that allows them to control what people do and say. Off to London for the big showdown. Cody goes undercover in a youth symphony where he meets his handler (the funny Anderson, who's not given much to work with) and Hilary Duff fill-in Spearritt as Emily, the prerequisite pretty girl (albeit a drab one here). While the first effort thrived on the normal-teenager-becomes-secret-agent concept the second surprisingly ignores the first part and focuses on the at-times hard-to-follow action scenes. Muniz puts in another fine performance and the kids will probably still find it a fun ride, but a trilogy is probably not needed.
