Top Priority Movie Review 1981

Set in an unspecified Third World country, this program suggests that "top priority" means different things to government and the governed. A drought-striken family desperately awaits the arrival of irrigation pipes and a pump, but a military convoy arrives instead, whose top priority is a border war.
