Convoluted story about a secret formula for synthetic fuel that meanders it's way from the end of WWII to the present. A U.S. soldier waylays, and then joins forces with, a German general entrusted with the formula. Years later, after the American is murdered, his friend, a hard-nosed L.A. cop, starts investigating, meeting up with spies and a reclusive oil billionaire. Scott and Brando have one good confrontation scene but the rest of the movie is just hot air. From the novel by Steve Shagan.
