Joe Fong is supposedly the number one gang leader in San Francisco's Chinatown. Marilyn Baker interviews Fong, who is facing a life sentence for conspiring in a murder that never came off. He believes he was jailed because he knows too much about police payoffs, deals, and corruption in the police department.
