At Oswald Maximum Security, prison reformer Tim McManus reopens his experimental unit, nicknamed Emerald City, after the prison riot but not much else has changed. Aryan leader Vern Schillinger is still at odds with Tobias Beecher, who falls for new cellmate Chris Keller, who has a hidden agenda. Adebisi is cutting into the drug business of the Italian mob, and child killer Shirley Bellinger becomes a death row inmate. 8 episodes.
