Dead Broke Movie Review 1999

Lying witnesses make it hard for detective Sam (Glover) to solve a murder that happens outside a Brooklyn debt collection agency, whose employees are all suspicious characters. Hits all the film noir cliches but you're never quite sure if this is intended as a spoof or not.
