A young sailor signs on as third mate on a ship, only to find out theat the captain is a sadistic martinet who doesn't mind endangering his crew to prove his authority. Better than it should have been B-picture was supposedly commissioned because the studio had an expensive leftover ship set and wanted an excuse to use it again.
