Maverick FBI agent Thomas Mackelway (Eckhart) has been demoted to a backwater bureau just in time to discover a serial killer whose M.O. is that he kills other serial killers and likes to taunt the fed via fax. Soon, Mackelway is joined by no-nonsense former partner/lover Fran Kulok (Moss in a thankless role). Eckhart's generally wasted as the standard troubled good guy (he works better in edgier roles) while Kingsley does what a professional does--make the most of an absurd movie sociopath. Merhige apparently prefers to set an artistic moodiness rather than worry about pace, plot, or coherence.
