Camp comedy set in a post-apocalyptic Winnipeg where survivors of some type of environmental plague seem blase about a coming flood of biblical proportions. So enterprising DJ Sabu (Yuen) decides to hold an end-of-the-world rave party on the appropriately named Garbage Hill. That is after he fulfills his sexual quest of sleeping with 2,000 men. And his choice for the magic number is schizo Happy (Aftanas), who hears alien voices on his radio urging him to give in. But the path to sexual conquest does not run smooth as Sabu has a stalker/rival in pierced punk Spanky (Godson). Sometimes slick, sometimes outrageous, sometimes surreal and just plain weird.
