Based on a real-life police corruption scandal that took place in the '70s in Philadelphia. Jonathan Neumann (Morrow) takes over the court beat for the Philadelphia Examiner and is soon wallowing in cases of police abuse, which he promptly documents in print. He's soon threatened by the cops and gets on the bad side of blustery mayor, Frank Rizzo (Sorvino). Docudrama's kinda blustery itself.
