Title lends itself to several interpretations, one of which is literal. If Liberty Wallace (Fiorentino) doesn't stand still, she's a dead woman. Liberty is the wife of gun manufacturer Victor (Platt). She takes a cell call while walking in downtown L.A. and is informed if she doesn't handcuff herself to a nearby hotdog cart and keep talking that she will immediately be shot. Joe (Snipes), the sniper/caller, then informs Liberty that he has placed a bomb in the cart itself. His daughter was murdered by a gun and this is his way to bring attention to the situation. Good cast but the points are belabored--guns bad, we get it.
