Outrage Movie Review 1998

Average guy Tom Casey (Lowe) thinks he's being a good citizen when he reports some teens stealing from cars to the cops. Instead, he and wife Sally (Grey) are terrorized by the punks and Tom decides the best solution is to take care of the miscreants himself.
