Kidpic based on the Nickelodeon series has the cranial oddity cast getting civic-minded about saving their endangered 'hood from an evil corporate developer. Eerily upbeat Arnold battles strangely Ronald Reagan-sounding Scheck who wants to raze their inner-city neighborhood. Together with his more realistic, flat-topped friend Gerald, Arnold employs a variety of ways to save his diverse urban home, from organizing a block party (good) to breaking and entering (hmm. . .this is for kids?). Castellaneta is the voice of Grandpa, who has explosive plans of his own to save the street. Big names (well, their voices) cameo. Some of the charm of the series remains but lacks feature-length punch. Animation suffers from the big screen treatment, as well.
