Earl Montgomery (Lawrence, seeming surprisingly bored) is a police academy reject and Hank Rafferty (Zahn) is a disgraced cop. Working as security guards, they uncover a smuggling operation in standard buddy-cop fashion. What the problem is? Car chases and Lawrence's rapid-fire "comic" rantings replace any semblance of plot or direction to make a mess that wastes the time of all involved. But at least it has spiteful racial politics played for laughs.
