Storm Tracker Movie Review 1999

Meteorologist Ron Young (Perry) develops a method of manipulating the path of deadly storms and is recruited by General Roberts (Sheen) to perfect his storm-tracking system for government use. Naturally, this isn't altruistic, the General wants to turn the violent storms on his enemies.
