Strident comedy about the low-IQ denizens of small town Verplanck, New York, where everybody still drives a Yugo (the town was a test market). Nasty Mona Dearly (Midler) drives her car into the Hudson River and drowns. It turns out to be murder and Chief Wyatt Rash (DeVito) must investigate. He's not lacking in suspects since Mona was the most hated woman in the community. Everyone in the cast looks like they're enjoying themselves which may be more than the viewer will say.
