Urban Menace Movie Review 1999

Another "the future sucks" urban nightmare. A quarantined wasteland known as "The Downs" is the killing ground for a serial maniac. Two men, Harper and Crow, try to stop the mayhem and discover their murderer isn't even human. Features a hard-core rap and hip-hop soundtrack.
