Based on the true story of Air Force Col. James G. Burton (Elwes) whose mandate in the 1980s was to monitor weapons testing. What he discovers is the ultimate in white elephants--the Bradley Fighting Vehicle, an armored troop transport project that cost the taxpayers $14 billion over 17 years. Grammer is the scheming and pompous Army General Patridge (a composite character) who'll brook no interference. Adapted from the book "The Pentagon Wars" by James Burton.
