With a cast like this, you hope for a bit more than the usual cliched crime drama. Gambling addict/Phoenix cop Harry Collins (Liotta) is in big debt to loansharks. He decides the best way to get the money is to rob the nightclub of a local sleaze where fellow corruptible officer Mike Henshaw (LaPaglia) moonlights. But beyond the inherent stupidity of such a plan is the lurking presence of internal affairs officer Clyde Webber (Berkely).
