The fictional nightclub El Casbah is the setting for director De Felitta's debut take on a 1952 New York prostitution scandal. Wealthy young playboy Mickey Jelke (Whaley) prefers to mix with lowlifes rather than high society. Newcomer Jack Kale (Gallagher) is working the scene and turns out to be an undercover cop investigating a prostiution ring operating out of the clubs. Jack befriends both Mickey and his latest girlfriend, in-the-know Patricia Ward (Boyle), who's not above selling her favors. Then patsy Jelke gets indicted as a pimp and all cafe society's tawdriness is exposed.
