It's gonna seem familiar because it's yet another criminal lowlife story set in L.A. but at least Hopper's presence makes this slightly more than routine. He's Frankie, a semi-pathetic petty thief with big dreams and not much talent. He works for vicious gangster Sal (Madsen) and becomes smitten with ex-junkie Margaret (Hannah), who would like to be a legit actress but is instead working in porn. When Frankie decides to impress Margaret, he naturally gets into trouble.
