Marine Sgt. James Dunn (Wayans), framed for the assassination of the first lady, is on the run from the CIA, FBI, LAPD, and the covert team he was working with, which is led by Voight, the gung-ho general who set up the whole scam. Wayans, who wrote and produced, seems convinced that an action hero must be of the strong-silent-superhero mold, and appears at a loss without a joke to crack. Voight, however, is right at home in the bad-guy role, employing an overdone but effective southern drawl. Plenty of elaborate stunts, oversized fireballs, shootings, and chases provide the expected wild ride, including the film's funniest sequence as thousands of L.A. natives spontaneously become wild-in-the-street bounty hunters.
