Reach the Rock Movie Review 1998

Robin (Nivola) is a minor troublemaker who gets tossed into his small hometown jail one hot summer night by Sgt. Quinn (Sadler), who blames Robin for his nephew's accidental drowning. Robin keeps escaping from lockup to cause more minor vandalism but always returns to his cell, since he's hoping his ex-girlfriend Lise (Langton), who's taking off for New York, will come and bail him out so they can have one last heart-to-heart. When she does so, Robin finally seems to reach some mature understanding (but the character is so weakly developed, it's hard to tell).
