Armored car guards Tom (Slater) and his uncle Charlie (Asner) are transporting $3 million to high ground during a flood in a small Indiana town. When their truck gets stuck in the mud, a band of jet-skiin' motor boatin' thieves arrive and try to steal the money. Tom hides the dough and alerts the local sheriff (Quaid) who, being your normal American elected official, decides he wants to steal it, too. Tom forms an uneasy alliance with head bad guy Jim (Freeman) to thwart the lawman and his toadies. While all this is happening, Tom manages to find love interest Karen (Driver), who's there to protect her church restoration work and wear wet blouses. And now the weather report: floods are the least cinematic disasters. Everything just gets soggy and waterlogged (especially the action sequences). Director Salomon created the huge flooded town set inside a tank in Palmdale, California.
