Rodriguez (Shakur) and Divinci (Belushi) are a couple of scuzzball homicide cops who set up drug deals with impounded dope, then kill the customers. They keep the dope and the money, and call the murders "gang-related." Their plan unravels when they whack an undercover DEA agent posing as a dealer. They try to play a game of "pin the crime on the wino" with a derelict (Quaid) who the duo thinks is easy prey. As their scheming spins out of control, Rodriguez tries to hold things together, while Divinci rips them apart. Shakur rises above the average material as the most likable of the entirely distasteful cast of characters.
