Professional killer Makoto (Chiba) and his partner Sybil (Nielsen) seek revenge on the New Orleans cops who set them up. Opposing them are special crime unit partners, Eddie Cook (Davi) and Vinnie Rizzo (Bauer). Lots of shootouts and macho bravado.
