LA cop Mark Goddard (Howell) has a problem--his suspects have a bad habit of dying in his custody. Then he's recruited by a secret police organization whose aim is to dispense their own brand of deadly justice and Mark discovers a key to his troubled past and the murder of his cop father (Fahey).
