Chain of Command Movie Review 1995

Anti-terrorist agent Merrill Ross (Dudikoff) goes up against hired mercenaries trying to overthrow the government of the oil-rich Republic of Qumir. Then Ross realizes he's being manipulated and it could be by any number of players.
