Adequate thriller that stays true to genre cliches. Homeless drunk Alan Terry (Graves) witnesses an execution (by hanging) from London's Tower Bridge, near where he's bedded down. He's spotted but manages to escape. When he tries to report the crime, Terry realizes that one of the killers is police investigator Matheson (Gambon). Terry then goes to tabloid journalist Billie Hayman (Sciorra) for help but her probing into the death leads to even more danger.
