Scanners: The Showdown Movie Review 1994

Carl Volkin (Kilpatrick), the "scanner" killer, has escaped jail and is stalking the streets of L.A. His ultimate target is Sam Staziak (Quinn), the scanner cop who sent him away. Since Volkin's powers grow with every kill, Staziak better get to Volkin in a hurry.
