Based on the true story of '80s Russian serial killer Andrei Chikatilo (DeMunn) and his 52 victims. Viktor Burakov (Rea) is a beleagured rural forensics expert who is blatantly told by party officials that the Soviet state does not have serial killers--in spite of a rising body count. His only ally is Col. Fetisov (Sutherland), who's adept at political maneuvering, but it takes the duo eight frustrating years to bring the grisly killer to justice. Fine performances highlight a literate script from Robert Cullen's book "The Killer Department." Filmed on location in Budapest, Hungary.
