Big-budget adaption of the underground British comic book about a brash punker chick (Petty), her mutant friends, and the evil establishment in the post-apocalyptic future. The heavily armed pixie battles the tyrannical Department of Water and Power, run by evil Dr. Kesslee (McDowell), for control of the world's water supply in the year 2033. Straying a bit too far from the source comic, the plot (such as it is) is crammed into a rigid action-movie structure that lacks excitement. Plays like a cheap Gen-X marketing ploy with its bizarre mixture of pop culture references and a hipper-than-thou soundtrack coordinated by Courtney Love.
