Yes, it's a movie based on a popular video game (guess no one worried about the colossal flop of "Super Mario Bros"). Van Damme is action-minded Colonel Guile who is assigned to defeat crazed dictator General Bison (Julia in one of his last roles) in order to rescue kidnapped relief workers. Yes, there's lots of cartoon action but the game's more exciting (and even makes more sense). Shot on location in Australia and Bangkok.
