Breaking Point Movie Review 1994

Ex-cop Dwight Meadows (Busey) retired from the force when he was nearly killed by a scalpel-wielding mass murderer known as "The Surgeon." Now the psycho is back and Meadows returns to active duty, paired with relentless officer Dana Preston (Fluegel), who wants the killer caught--at any cost. Vancouver, British Columbia fills in for the Seattle, Washington setting.
