Historical documentary that takes a look at the community of homeless men who lived in unused portions of sewer contruction pipes in Oakland, California during the Depression. It shows how they set up this unique cooperative, bartered for food, maintained their community, searched for work, and even held elections for their own mayor and police chief. Includes rare archival footage, photographs, and commentary by historians and former residents.
