In the near future America has been decimated by a nameless, sexually transmitted disease (read AIDS parable) and public policy is to quarantine the infected in concentration camp-like prisons. This leads to a quasi-official group of green-shirted thugs roaming the streets and imprisoning or killing anyone they suspect has the disease. A small resistance movement is lead by Torch (Gooding Jr.), who happens to fall in love with Blue (Kelly), the sister of one of the fascist leaders. Based on Alan Bowne's play "Beirut, Daybreak."
