Australian photojournalist Judith Wilkes (Scacchi) travels to Malaysia in the late 1970s to report on the plight of the Vietnamese boat people seeking refuge there. She befriends the wife of the Australian ambassador, a former callgirl from Saigon, who hopes to find her own children among the refugees. But the native Malays resent the foreign intrusion and are determined to stop the boat people--no matter what the cost in blood. Based on the novel "Turtle Beach" by Blanche D'Alpuget.
