Philadelphia Experiment 2 Movie Review 1993

Melodramatic sci-fi what-ifer has Germany winning WWII by dropping a bomb on Washington. So southern California is now one big labor camp with an evil mad scientist (Graham) and a beleagured hero (Johnson) who must time-travel back to 1943 to prevent the Germans from dropping that bomb.
