Tom Hardy (Willis) is a hard-nosed fifth-generation Pittsburgh homicide cop whose police detective father (Mahoney) is killed, apparently by a serial killer. Hardy insists the perp was really a fellow cop and winds up on the River Rescue squad (at least his partner is the fetching Parker). When the serial killer starts striking at women with some connection to Hardy, he finds scant support from his fellow cops. High action quotient backed by a fine cast, but the killer's identity won't be any surprise.
