Douglas is "D-FENS" (taken from his license plate), a normally law-abiding white-collar geek who snaps while stuck in a traffic jam on a hot day in LA. Like Charles Bronson in "Death Wish," he decides to take matters into his own hands. Unlike Bronson, he is not avenging an attack by a specific criminal, but raging against whomever gets in his way. Duvall is a detective on his last day before retirement, Hershey has the thankless role of Douglas' ex. Essentially a revenge fantasy that was vilified by some for catering to the baser emotions.
