It's Only Rock and Roll Movie Review 1991

When a sheriff busts a local bar for serving minors, he is shocked by the singer, Hallie, and her attire. The entire town begins buzzing with First Amendment issues while Hallie has to decide whether or not to accept a record contract based soley on her sex appeal. Good discussion of personal integrity and decision-making. Longer version originally aired on television as an ABC Afterschool Special.
