Severed Ties Movie Review 1992

Brilliant genetic scientist experiments with human limb regeneration in order to re-grow his accidentally severed arm. His strange mixture of lizard and serial-killer genes results in a repulsive repitilian limb with a nasty habit of slithering out of his shoulder. His mother discovers his experiments and tries to sell his discovery to the Nazis but her son escapes into a bizarre subterranean society and vows revenge. So bad it's just bad.
