Doctors in a Kansas City Veteran's Administration hospital try to heal patients while putting up with bureaucratic red tape and a stingy administrator. When rogue physician Sturgess (Liotta) is dismissed, the patients hold a siege. Sort of son of "M.A.S.H." (Big Daddy Sutherland did Hawkeye) that gets its title from a fictional rule that says veterans can be treated only for conditions related to military service. Erstwhile cast labors to combine comedic and dramatic intentions of script.
