Uneven but well acted drama set in 1935 New York. A street-wise young man decides getting ahead during the Depression means gaining the attention of mobster Dutch Schultz and joining his gang. As Billy becomes the confidant of the racketeer he learns the criminal life is filled with suspicion and violence; in order to stay alive he must rely on every trick he's learned. Willis has a small role as a rival mobster who gets fitted for cement overshoes. Kidman does well as Dutch's girlfriend with Hill fine as the gang's number man. Based on the novel by E.L. Doctorow.
